Website often bugs for me. Is it because of VPN?

See below for how it looks like if it's bugged for me.
I'm not sure when this started happening. I think it was after the UI update a few months ago. I constantly have to refresh the site, and it's getting a bit annoying. Is there a fix for this?

Seems like a js file didn't update, most likely due to your browser's cache.

If you clear and browser's cookies/cache and restart the browser, it should resolve the issue. Over time it will eventually update on it's own.
