Drags deals on then cancels last minute

Requested a couple of runes from the person and kept dragging the transaction for an hour, then last minute pulled out on a rune.

Just as the transaction was about to proceed the person requested a friends and family only transaction. Informed I only do regular paypals without shipping for my own protection. The seller kept repeating that they don't do it as I just want the safety of being able to "chargeback". Comparing histories I have a clean record with far larger transactions so I refused to proceed further and they threatened to leave a negative review.
