Username Change

I'm interested in changing my EpicNPC username (zphant0m) isn't really cutting it as much as I'd like.

I'd like to change it to Phantom preferably and noticed that a user who registered 10 years ago and hasn't logged in since has taken it.

Is it possible (willing to pay for it) to get this name?

Yeah I have one purchased however I am trying to get the username 'Phantom' and it's registered to a user who hasn't logged on in 10 years.
