I already had a fake negative feedback from this user removed before, see THIS THREAD. He has re-added the feedback. This is unacceptable; the user needs to be permanently banned or a hefty fine should be imposed. Users should not be able to threaten the business of another without basis and without punishment. I have not spoken with this member at all since I had the feedback removed last time. Please remove immediately.

This is NOT a false feedback. A transaction was done between the both of us and i was left disappointed with a $500 lockout. It's a fair and Honest feedback for other new buyers like myself to be wary of. IF you like proof cecile I will have photos to prove in a direct DM.
It was not a scam, just a disappointing experience on my end and therefore I left an honest feedback of my overall experience.

Just a heads up: I only want to respond to this thread when prompted by a staff member in order to resolve this as quickly and efficiently as possible. Let me know if anything is needed from me and I’ll be happy to oblige. Thanks

Now he did state a policy before our transaction so I did agree to it. I was told by other Epic NPC members, veterans, (Which will remain anonymous) that no such thing is allowed.

Mods or Admins Can you bring a clarification to this?

Anyways, I don't exactly know all the rules to epic but was what I was advised. (I'm a new epic npc member and buyer)

After Speaking to other epic npc veterans, I've came to the conclusion that I am not the only one who has had a disappointing business with Helix.
This, is where I decided to leave an HONEST feedback as I myself being a new member and buyer had learned a very expensive lesson from this and would like to inform others to be cautious and wary of the risks.

Was i aware of the risks? - Yes

Will I do business with Helix? - Never

I learned a lesson from this and given a Transaction DID take place between two parties I believe voicing my feedback is fair based on the outcome of how I was left.

Especially if other customers are experiencing the same or similar things. It's easy to stay quiet or just 'let it go' as most people would do

Silence is complicity as this should bring awareness to other buyers or anyone who plans to do business with Helix.

My feedback to him is Honest, Fair and left Disappointed.

As a businessman, you can't always expect 100% positive feedback. There Is a reason why feedback system is implemented and if anything it should used to reassess and better themselves as businessmen by utilizing it as a reference. Consider it a constructive criticism than a tear down to a business as that is Not what I'm trying to do.
IT was simply my own personal experience from this particular transaction that I was not happy about

I am reposting this feedback as It was once removed because I did not reply to the first post (the reason is listed below in the picture). A notification was sent to me, however, I did not realize or see the message until days later when the feedback was removed. Here's a picture trying to chat with a Mod/Admin to reopen the case again. I didn't get a response after 1 week.

Thank you for the update @strangelubbin

@HELIX It's your responsability to transfert the account to the consumer. The buyer didn't even sucessfully connect to the account.
A full refund is owned.
If you can't transfert an account (not the original owner, not have all the details, any reason) then do not do it.

The buyer didn't even sucessfully connect to the account.

Not sure what you mean by this. I completed the service as you can see in the screenshot below. Once a service is complete, my job is done. It's not my responsibility to make sure the customer doesn't compromise their own account after the matter. When I logged out of the account, the name was changed exactly as requested.

I believed it was about an account transfert. Sorry.

There is 2 case:
1/ You did the service
2/ The buyer sucessfully connect to the account to check the work was done
3/ Then he compromised his account
-> A refund is not owned

1/ You did the service
2/ The buyer did not sucessfully connect to the account to check the work was done
-> A refund is owned.

If the buyer couldn't connect to the account after you did the service, then the service need to be refunded.

I understand where you are coming from, but it is impossible to tell how many times somebody logged into the account after I finished the service.

As his screenshot shows, at 8:19AM I notified the buyer to let him know the service was completed successfully. The only stipulation I gave him in regards to logging back in was to wait 15 minutes. I give this cushion because after every live chat, the GM has to write up a response to the ticket. Usually a response is given within 2 minutes but I tell people to wait 15 minutes to ensure the GM is no longer looking at the account to see any IP changes.

He didn't respond to my message for over an hour, after which I was away until 10:27AM as his second screenshot indicates. This means he would have had 2 hours to log in before I saw his message. I don't think it is possible to prove that he didn't log in to the account. It is also not possible to prove that he did log in to the account. That being said, we have to go off of concrete proof.

One piece of concrete proof is the screenshot I provided showing the name being changed exactly as requested. Another piece of proof is the screenshot in this message where I send him a photo of a successful service, and in addition give him suggested guidelines to follow to ensure maximum account safety. As the proof shows, I did absolutely everything I could have to ensure the safety of this account. I take the same precautions for every account I touch, and I haven't had a single problem in 2018 that led to an account lock. With that being said, you can't blame me for any negligence when I follow the same meticulous procedure every single time, without incident.

At 10:27 AM I tried reaching him again and this time he gave me the green light that I was able to log on.

At 10:29 AM, 2 minutes later, I logged in and the account was already locked at 8:30 AM. The name was already reverted back at 8:18 AM, 1 minute before he said the service was complete.

@HELIX based on the timestamps, a full refund is own.
I inform you that all activities which rely on fake id are strictly forbidden on this website and usually lead to a ban. The namechange services are not allowed.
This may be your first warning, but will be the last one.

Please refund the buyer within 48h or actions will be taken.

N.B: Thanks to @doomedtofail for his expertise

I do not offer nor advertise this service on EpicNPC anymore after it was disallowed many years ago. This just happens to be the only platform in which I do any type of business, hence the only platform the customer had to leave feedback. No fake IDs are used, only the ID for the new owner is needed (as required by Blizzard to verify they are changing the account to a real person). I have adhered strictly to EpicNPC's rules regarding name changes. The site overextends their reach to ban players from advertising this service on their own websites. Even though this is a completely foolish rule, it is one I have adhered to as well. There are several people on this forum that don't adhere to this rule. You should be dealing with them as they are actually breaking rules. I would be happy to provide a list if you'd like.

A full refund is completely inexcusable as far as ruling. The buyer was given explicit warnings and still wished to proceed anyway. I actually warned him against this service, but he was willing to take the chance. My terms and conditions state that the customer is entitled to a 75% refund if the service fails. It explicitly states where liability falls. Reason being, it is impossible for me to see the complete account history on somebody's account. Only they know of the true red flags that exist. If they aren't 100% honest about their account's standing, I can't be blamed.

As stated above, when a service fails, I refund 75% and keep 25% for my time. This is a standard practice with almost any WoW service on the market. If somebody offers an unban service, and fails to get the account unbanned, you don't make them refund 100% of the payment. It is understood that time and effort needs to be compensated, and that these services aren't a guarantee. There is no possible way to offer a guaranteed service when GM interaction is involved. This is common sense and a 75% refund is the best way to compensate both sides. Below is my terms and conditions in full - which the buyer agreed to. In the past, this website has overruled a seller's own ToS in favor of their own for services offered on this website. Let me reiterate: this is not a service I offer nor advertise on EpicNPC, therefore it is only fair that only my ToS is applicable for this service as I claim zero association with EpicNPC and this service.

HELIX said:
You understand that you may not log in to the account whatsoever (in game, battle.net or client) during the name change process. The name change process begins when the customer sends the required information. You agree not to charge back any funds sent regarding the service, even in the case of service failure. If the service is not successful, you are entitled to a 75% compensation of your total funds. If a name change has been attempted or completed previously on the account - and wasn't disclosed - and the resulting action is a service failure, you will only be reimbursed 50% of your total funds. You will send funds as a PayPal gift (friends and family) in full when the service commences. Any order cancelled during the process is subject to limited compensation of a value deemed appropriate by the seller. Helix is not responsible for any warnings, bans or account locks before, during or after service completion. You understand the risks and comply to all terms upon purchase.

In addition to the info above, I am including some screenshots to backup my information.

Here I presented my ToS to the buyer and he explicitly acknowledged and agreed to my terms

WCMlS2H.png

After it initially failed I offered him a 75% refund BUT he asked if I would try again. I told him I could but if the GMs check the previous tickets then that's it, no more chances.

oTe4nmO.png

After everything the seller still pushed to keep trying

embpsSu.png

Screenshot of where the Blizzard representative declined the name change due to the account's history, NOT because of something on my end. Therefore I am NOT liable for the failure.

cv8Kfkq.png

To conclude:

The buyer was completely and undeniably aware of the risks associated with this type of service. I offered a 75% refund as is standard. He declined this refund and instead asked me to try again. I warned him that another attempt can have adverse results. He decided he wanted to go through with it anyway. That being said, the buyer assumed all liability for the account after the point at which I offered a 75% refund. In a sense, I was the gun but he pulled the trigger. The gun won't shoot unless somebody pulls the trigger. In the same way, I don't do multiple attempts on an account unless told to by the customer. Because of all the time put into this, and because this was a successful attempt in the end (again, I didn't cause the failure as shown in the screenshots) I don't think I should be liable. The buyer has since tried to slander my name out of anger and is spreading misinformation about me. He clearly had bad intentions from the start and that shouldn't be ignored. What also shouldn't be ignored is my spotless reputation after 5 years of being on this site. Obviously I'm not out to scam or steal from people... I wouldn't still have an active account on here if that were true. Also, there would be A LOT more people complaining on here if this wasn't a service that normally succeeded.

To be fair, I think this should fall under EpicNPCs occasional "lose-lose" ruling where no party wins out entirely. I think the appropriate ruling is a 50% refund and the removal of this negative feedback. This best respects both of us given the actions taken by the buyer, and the overall result of the service. I urge you to think about this situation from both sides instead of me being automatically guilty until I prove my own innocence. Thank you

For sure, this is not a false feedback as a transaction have been done.
Let's now talk about compensation as neither of you tried to scam the other on this case.

The seller warned the buyer multiple times about the risk of failure, and the buyer known the risk this method tooks.
For this reason, a full refund is not own as the seller did the service even if doesn't works as expected.

I think this is the best rulling :
- If you provide 75% refund, feedback will be removed
- If you provide 50% refund, feedback will be changed to neutral.
@HELIX @strangelubbin do you agree ?

I can agree to this. I already provided a 50% refund but at this time I am unable to issue more because my money is tied up in other things. That being said, the buyer can decide to close this matter immediately and I will accept a neutral feedback. Otherwise I can offer anything from a discount on any WoW service I offer, WoW Gold, or a dormant WoW account I have lying around as a replacement for the extra 25% (and therefore a complete removal of the feedback).

@Cecile28 thank you for the fair ruling, I appreciate your ability to be reasonable and understanding through this process.

No, thank you for the suggestions and I will decline

This thread was never about compensation. I never once asked for any compensation when this thread opened. I only asked a clarification on what the policy on epic npc from a mod or admin was based on information provided by other epic npc members and experts.

The thread opened because I was being accused of false feedback and this was my defense proving my case that a transaction did happen between the both of us. It was never about tearing a business down.

I am far beyond compensation and I will stand my ground on what I believed was fair to comment on the business with this particular person based on the outcome. Like Ebay, like Amazon, Food Critics, Movie critics, Yelp Reviews, we review based on our experience and thoughts of the outcome.

My Thoughts were left with the feedback

Prosecutor (Helix) - Claiming False Feedback against the buyer
Defendant (Myself) - Providing Evidence that this was not a false accusation
Verdict (Cecile28) - Transaction took place between both of us and feedback was genuine and fair.

For sure, this is not a false feedback as a transaction have been done.

Let us close the books on this and complete this by closing this thread that false accusation was ruled out with sufficient evidence.

strangelubbin I do not agree with negative feedback as seller tried to resolve the issue and was really compliant.

Negative feedbacks are only used on this plateform in case of scam case, which is not the one here.
If the seller wont refund / was flamming / wont be helpfull, then negative would be adaptated.

Feedback will be moved as neutral. Neutral feedback will stay on seller summary and details will stay as they are currently are.

If you do not agree with this decision, please appeal reaching EpicNPC by PM .
