Failed battle.net name change and promised refund

Provide information about the dispute and what lead to it: After speaking with an individual on their live chat feature, I purchased a battle.net name change from Toonbay on August 7th, 2013. I submitted the requested information via email an August 9th and waited two weeks with no reply. After multiple visits to their website, I was finally able to reach someone through live chat who managed to get ahold of Jeremiah. He added my Skype on August 21st, and we spoke about the name change over the course of the following two weeks. I asked to be refunded, but was told at the time that Toonbay did not offer refunds. The battle.net name change was finally attempted on September 5th, and I was promptly notified by email that the account had been locked. I contacted Jeremiah and was told that this had "never happened before once." Once it became clear that nothing could be done to unlock the account, Jeremiah offered me a refund (Wednesday, Sept 25) and told me that he would contact Reilly. When I checked in with him two days later, Reilly had not been contacted. He set up a group chat between the three of us, but Reilly did not join. After visiting the site, I finally reached Reilly via webchat and was able to add him to Skype. We spoke briefly on September 28th, and I was told I would be updated the following day. I wasn't. After over a week of no contact, he replied on October 8th that he was "bout to call paypal". I waited. And waited. On October 22nd, I contacted Epicnpc and was advised on October 23rd to open a dispute if I had not been refunded in 48 hours. Reilly did reply to me after I notified him of this, but I find it nearly impossible to believe anything they say at this point. I am ready to have some closure after dealing with this nonsense for over two months.

Other details / notes: Not only am I out the $299.99 I paid for a failed name change, I have essentially paid someone to lose my 7-year-old account in the process. All I am asking is that my $299.99 be refunded, but apparently, up to this point, that has been too much to ask.

I did not want to have to spend the time and energy to open a dispute, but I have no faith in anything being done for me if I do not do so. I am ready for this to be done with.

Can I ask what the purpose of the name change was? You stated you purchased this account from the OO 4+ years ago (7+ years above), so I'm not sure why you would even bother with a name change a this point.

I see Toonbay did agree to a refund, as he should, since the account is basically lost. A failed attempt is one thing, but if your customer permanently loses the account they were name changing, a refund is the least he could do.

The purpose of the name change was to move characters I had invested time into from this account to another.

I agree with you there. This is what I was told with regard to some sort of replacement/compensation (On SEPT 25):

I opted for the refund as it appeared to be my only option aside from a $300 Toonbay account credit which I was not interested in. I was so put-out with the entire process that I just wanted to cut my losses and move on (which, ironically, is something I have not even been able to do since I haven't even been refunded in over a month since that time). Should I have insisted on more or opened a dispute sooner? Maybe so. Toonbay has provided some of the most unprofessional "service" I have ever encountered.
 
Toonbay has been banned for failing to reply to this dispute. The proof shows payment $299 was sent for a namechange that was never performed.

I still expect Toonbay to resolve this so when that happens please PM me or a mod to reopen this dispute.

UPDATE: Stradivari reported he lost the Paypal dispute and Toonbay is still refusing to refund the money for a service they never performed. Its now clear Toonbay has stepped over into scammer territory and they're business is not to be trusted
