Should I leave negative/neatural feedback for this?

I have an account posted for sale:

User PMd me with an offer for the account. I replied with 10 minutes I would accept the offer, how did he want to make payment. He replied "paypal"

I asked him for his email so I could invoice him.

He did not reply for 3 days and then replied today saying well I really only want to pay $250 for the account.(which was 30% less than his initial bid)


So over the weekend I had my account marked as deal pending potentially missing other offers, and then he disappears and comes back and insults me with an offer at about 60% of what he approached me and offered.


I feel like experiences like this warrant Neutral if not Negative feedback, just wanted to hear some other opinions?
