i currently have an account with multiple top tier shinobi in the game with full kits and 12 top tier stack cards. I also have tons of kunai tools as well and ninja tools for certain shinobi. All shinobi may look low in power but its because i dont have any stack cards on them im showing you the base power with just their KITS. When i place stack cards on some of my shinobi i have at least 4 A rank shinobi with the possibility to get more.
