This is Dave, I am offering my account named KozelPlzenGambac (3 branches of Czech beer, everybody will love ya!).
I got an 30 lvl account and played aprox. 800 hours on that so you can make calculations how many IP it contains in everything. I played all roles so I got all heroes due the newest meta patch. You wont lack single one in the picking.
As I spent around 800 hours I am looking for a fair price of 100$. It is still negotiable tho but I think it is pretty fair since I am going to save you hunderds of hours amongst Elo Hell
