Seller holding my money

Hi,
I have purchased an genshin impact account from seller 5 days ago which I paid through pp, and have been told that he could not transfer his money from pp to his bank account and refuses to give me the account. To this day he is still refusing to give me the account and telling me to wait until he get the money onto his bank account, does this consider as a scam?

If he's having some problems about transferring money from paypal to his bank account, it's not your problem so he should give the account. I commented assuming what you told is true.
If it is so, you can go to dispute forum and start a dispute thread against him providing your proofs.

Thank you for the replies, I just wanted to confirm that there isn’t anything I have missed on my part. I’ll give him the benefit of the debt until end of today since he is a well-known member.
