As you know the CP of Pokemon in wild increases as you level up, but the CP caps at level 30.
So the chance of a level 30 and a level 40(max level) trainer to encounter the max cp pokemon is the same.
The cap for egg hatching is level 20. Same concept applies here, egg hatched by level 20 has the same effect as a level 40(max level).
