Agreed on $20, I sent payment and he said will send soon. Did not have response.

baseless accusations, yesterday you asked if account is available, I told you to DM me, you never did... that paypal isn't even mine to begin with, I don't know who you DM'd, but it sure as hell wasn't me, or any of my contact methods.
please send proof of your DMs, and clearly show who you were talking with.
