Scammed out of 100 cad eft account

Other information: dumbass scammed me of around $100 cad, but hes stupid enough to only block me on discord and forget about steam. His steam username is Kyle2T

What is the dispute about? he was offering a eft eod account for 69 euros (100ish cad) so i attempted to buy it from him. we used steam cards to convert the money and he subsequently blocked me on discord

Other details / notes: steam username is KyleT2 and he lives in the Netherlands.

he messaged today saying that he has the codes and someone was on his discord, but hasn't responded to multiple messages requesting the account access. I'm tempted to just ask for a refund from him but that probably wont work unless he sends the money over paypal which he most likely won't

Update: steam username has been changed to KyleCrypter, hes been online multiple times after the start of the dispute and has not responded to any form of contact. I am also still blocked from his discord which suggests that he has no intention of ever getting back to me

For the admins monitoring this thread, i found that hes also trying to sell on another site called (wont let me say the name, but it has player in it along with up) under the name baconnow same information just copy pasted and he made the account at around the same time
