Provide information about the dispute and what lead to it: We talked on EpicNPC then went on Skype. He refused to provide any action to make me feel assured that I was getting the Accnt I wanted. i.e No Key picture, no SAQ, didn't let me log on to see the accnt. I decided to give him the benefit of a doubt, after I sent the payment via PayPal he logged off and hasn't tried to contact me in the past 4 hours.
