What is the dispute about?
I purchased 1 Radiant Net win on February 22 from this person, he advised me how a net win works (If he wins 1, the order complete, If he loses 1, then it becomes 2 wins)
on 23rd February I found out, he had lost 6 games in a row, and now it had become 7 wins instead of 1 Net win. at end of Episode 6 ACT1, he had played 120 games and was down by 23 Net wins (keep in mind, I purchased 1 net win, but he had lost so much).
I gave him the account with a 556 Rank Rating, and by the end of Episode 6 ACT1, he dropped down to a 320 Rank Rating, meaning he lost me 320rr. Total wins were 49, Total losses were 71.
He refunded me for the Original 1 Net win (which was $21USD), but advised me, he will add a 230 Rank Rating in Episode 6 ACT2 in 5-7 days to make up for the remaining initial 556rr, I accepted, since I had no other option.
it has been 13 days since Episode 6 ACT2 started, yet he only is on 155rr, he hasn't queued in the past 5 days and has thrown the last few games played on purpose, also to mention, he is online, yet chooses to not respond to me. Overall 20 Wins, and 29 losses this ACT.
Now, I will agree that he has refunded me the original amount of $21, but that does not change the fact, he is overall down 31 Wins (69 Wins, 100 Losses), Has ruined my stats, while keeping me out of the loop, and not responding to my messages when I asked him what was wrong. Over the past 5 days, I have messaged him multiple times, giving him an opportunity to make up for the lost RR, but he never/barely responds, even though he is online.
Other details/notes:
To summarise
- He lost me Radiant (dropped me from 556rr to 320rr)
- Told me he'd make up for the losses, but never did
- played 169 games on my account while ruining my stats, yet never being close to "completing" the order
- kept me on hold for almost 1 whole month, kept delaying order every day, while also not playing at all some days.
- I suggested letting someone else finish the order, but he did not agree.
- Has now blocked me on discord and Cleared chat, and never responded to me on site as well.
If he was not in the wrong, why would he do all this?

Conclusion: He refunded for 1 Net win, but didn't make up for all the other losses he added, even though he said he will, ruined my stats, kept playing on my account for almost 1 whole month, throwing recent games on purpose
