A quick look over Minato Account's recent feedbacks, it seems that he was legit at first then decided to make a quick buck and started to scam people left and right (including me).
He's blocked me and people hes scammed so theres no way to contact him.

FYI i actually bought an account from this guy before, I thought he was legit that's why I didn't doubt him when i do the second transaction.

If you want I can make a video of everything from the time where i first bought an account from you and when you scammed me.

Minato, that is your skype. It is listed on your threads. It isn't an impersonator. It's either you or your sykpe was hacked. Both scenarios require you to compensate the buyer.

You can give him an account equal to what was agreed upon or give him the money.

Hey thanks you guy for the clarity, but in the future, what can be done to prevent guys being legit at first, but after accumulated a good amount of good feedback, then start scamming people?

Unfortunately there isn't much that can be done when it comes to reputable sellers turning to the dark side. The best thing you can do is be sure to keep all proof in the case of a dispute. If they're reputable enough and don't want to lose all their feedback and be banned they will most likely provide a refund. But there isn't much we can do to people who just dont care.

Should paying as goods and service solve this problem? I know paypal's bad rep for always taking the side of a buyer, but recently they've been taking actions in favor of the seller.

I think next time it's best for me to use a middleman, that way the Mm can actually verify the account before that's sent out.
