Scammed by Crosstown for a EU Genshin Impact Account

Reached me on Discord on 04/10/2020 after I posted a Thread trying to buy a Genshin Impact Account, tried selling me an account with Jean+Diluc+Ventis for 80 USD.
He used the Discord account called "Ben Simmons", and after Scamming and blocking me, changed to "Papi Cholo#5216".

At one point in the messages he tells me a Username, but at the end when he gives the fake account it's not even the same username he gave at first.
He kept avoiding using middleman service or Service Payment on Paypal and only accepted F&F payment because no safety.
I paid once as Service on PayPal and he refunded because it had safety and I could just report on paypal and get the money back, but after I paid with F&F he sent me fake account info, sent me a message immediately on EPICNPC with Crosstown account saying "Hey no sorry I don't have an account like that.", pretending to not be the scammer, and then blocked me on discord.

The payment was of $84.75 USD with F&F on PayPal

No trade Guardian or anything was used because he Refused any safety measures.

@Crosstown discord is Kayman#3030 and [email protected] is not associated with him. Do you have any more evidence that you are scammed by him?

He sent a message with Crosstown Account saying he didn't have the Genshin Account AS SOON as he received the money on Paypal, please check the time of messages, it was obviously him replying pretending it wasn't him, right after receiving it, I dunnot know what else I need to show, he could very easily have made a separate email to receive the money from.

Both the email with the paypal and the Crosstown account have Canada/EUA too

But when I tried to send the payment on paypal it immediately converted to CAD currency...
Paypal won't help because he refused to receive payment from Services Payment which has Buyer protection, I sent as F&F so they refuse to refund. I'll probably get the money back from the Bank but I just wanted his account to not be able to Scam more people, there is no way in hell he isn't who scammed me;
He literaly sent me a message saying he didn't have any genshin accounts as soon as he got the money, right away, no way it was just a coincidence. The emails have the same name too, paypal changed currency to CAD immediately, it cant just be multiple coincidences;
Please see all the information, there's so many things pointing towards him, and he hasn't even replied after I sent him those texts, he only replied on this website's account right after getting the money on the paypal, as a way to try and clean this account from suspicion.
