He never modded my account, told me it took 20 to 30 min (see screenshot) but did nothing after 3 hours but blocking me on skype.

it's in french but it says that there is no character to transfer to my PC gta online account (from the PSN ACCOUNT I GAVE TO THE SELLER TO CREATE A MODED CHARACTER)
