I am looking to buy a WoW account, via paypal like normal. Question is, if I pay and the seller gets my money and months later retakes the account, since I have a scan of his I.D. and what not, is there any legal action I can take against him? or am I S.O.L.?

lol.. fancy dude u cant even talk your a banned user back on these forums from what i've seen! buy from a site not these resellers they dont give a **** there all in it for the money. Platshop or mmo-armory r the 2 best sites i know. of Epicmmo (Snowy) is decent but expensive plat has the best prices ive seen in a long time.
 
Agree with the above, they are the best 2 imo. If you looking to spend a bit and want something high end KHAccounts.net is also a excellent choice.

IMO, Plat or KHAccounts are the best. Fancy has had a history of anger management and some sketchyness thrown in (not to say he's not legit), but my experiences with the latter have been unpleasant. Toonvendor is also a good choice, but he is a bit pricy.
 
To answer your question, yes, you can take proper action. Regardless of World of Warcraft's ToS, you can file with his and your local authorities. Internet Fraud is rampant and dealt with pretty harshly. Will you get your money or the account back? Chances are slim to nil, but a distinct possibility that the seller will face some pretty serious consequences.

On a side note, its probably best if you know that normally cases dont succeed internationally, usually only domestic cases (ie, you both live in the same country) are successful.
