Was a middleman used?: No, since I never go first unless the buyer/seller is more trusted than me anyway.

Provide information about the dispute and what lead to it: After telling him that I would report him for scamming attempt, he blocked me on Skype.
Other details / notes: He said that he sent €20 but he only sent €0,13. After saying he didn't, he said he'll screenshot it and it took him 3 minutes. Obvious that he was editing the screenshot. I accepted his the pic and looked at it, it's just damn obvious that he edited it since the font isn't the same as PayPal original font and color.

He did try to scam me but he re-added me with another Skype account and said that he wanted to purchase a slot but for real this time.
I decided to give him a second chance and so and the trade went smooth. After I asked him why he tried to scam me, he said "Dunno, i'm disappointed in myself ".

I don't really know what you want to do with him. He did show that he can (and will probably scam in the future). You can decide if you want to ban him or give him a warning.
