FOR WHAT IT'S WORTH I opened a dispute with paypal and had all of my money refunded.

This individual reached out to me over my post here;

I sent through 75 USD to the provided paypal, they got impatient and couldn't transfer it to their bank instantly so they refunded me, and I sent it to a different provided paypal account. Once I sent it the second time they ghosted the conversation. As noted above, I opened a dispute with paypal for illicit activity and it was approved, refunding all of the money to me. Not sure what action was taken against their paypal account.
