He Scamming

He asked me for 100 bucks and when the transaction was made he claims he wants to do it tomorrow. I asked a friend to request too and he tried to sell it to them too and give them the account within the hour. He has SS of the account, but isn't giving it out or isn't the owner. Then refuses to refund. He's scamming.
