I can't use PayPal (unfortunately) because my country is not supported yet, that's why I'm using Moneybookers.
Registering there is easy and to send money you need to verify your bank account or credit card info. You have everything nicely explained on their web site but in short note:
They remove 1-2.99$ from your bank or cred. card account.
You check exact amount what they removed.
That amount (number) is your verification code.
