Title, if it's interesting enough and actually worth the money I'm sure we can work something out.

if the character is skilled like it was the first time you ever played an mmo, then don't bother. (Crazy skills, sporadic all over the place placement)

Im looking for experienced characters (only one) that is combat focused or pve (missions) focused. By pve I would expect sec status and lvl4+ agents open.

No I do not care if they can fly a carrier, no I am not willing to dish out $400 for your epic toon.

Also willing to buy a character off the eve forums for ISK service, but only willing to pay $10/b. Reason for price is Eve forums characters sell for more isk = $ ratio because the isk is considered genuine or gained by legit PLEX. Doing a character purchase through a ISK seller is safe for both sides as the whole process can be controlled quite easily. At least it is a scam deterrent IMO.

If this does not appeal to you then I will still be willing to purchase a character from you for an appropriate price. And if you accidentally made your forum account name like your character or game account name we can do a "mock" purchase on the even forums with an ISK seller middleman service to purchase it, transfer funds, and such while payment is sent/verified and account is verified.

Good luck getting the character you want, I hope you realize that with your expectations you are looking at a $350+ character. Level 4 Missions take a considerable amount of time to achieve not to mention which faction you're "wishing" for, also if its a "combat" character it will need max eng, nav, and support skills as well as either missiles or gunnery which will mean its a 15M+ skill point char which you won't be able to buy for peanuts.
