paid on autopay and got bad info. Messaged him and he doesn't respond or blocked me. He's still online.

Already filed dispute on PayPal. What idiot takes autopay and scams? Especially with unverified PayPal account, his funds aren't even released for 2 weeks anyway. Sigh

You did not provide a working account and did nothing about it.
Refund for account. its quite simple. Skype chat does not show you resolving it.
 
He responded to thread so he got time to respond again and chose not to.
