Questions Regarding WoW Accounts

Let me start off by saying that I apologize for not doing my own homework on this, however I greatly appreciate any information you guys still in this business can provide me. I have an extremely busy work life and couldn't maintain my beloved personal WoW account for some time now.

I have a few burning questions for you account experts (that I probably can guess the answers to):

1. Are Feat of Strength achievements (mount and title rewards specifically) tied to a character and/or account? Specifically, if a person purchases an account with a Toon that has a raiding or PvP title, then purchases a name change to transfer the Toon to their main account, will any characters on the main account be able to use that title?

2. Are mounts and titles yet shared between Toons on the account yet? I remember reading about it a while back but didn't know if it was implemented yet, and I don't have any active accounts.

I wrote this from my phone, so I apologize if any of this is unclear. Let me know and I'll try to explain what I need better.

to answer your 2 questions is simple
1. ALL achievements are account bound now same with mounts and titles and i believe they fixed it that when you xfer a toon off the account you lose said mounts and achievements

No, achievements are not truly account bound. They are still tied specifically to the character and the accounts achievements are just a consolidation of all characters on the account.

If you move a character off that had the specific achievements/mounts you were wanting, then yes it would transfer to your new account; however all the achievements and mounts obtained from all of the characters will not go, just the ones tied to the character(s) you transfer as it is a culmination.

It worked like this when MoP had just came out, but they quickly fixed it because they saw an influx of people "duping" accounts with level 10's. Hope that clears up what exactly what the account wide achievements are.

Yep! As long as it has both, the whole account can use it.
