Questions about buying accounts (WoW)

Hello, I am new to this site and I was wondering if anyone could answer a couple of questions regarding buying WoW accounts.

1. If i were to buy a Wow account and ask the original owner to deactivate their authenticator, can i then put my own authenticator onto the account?

2. It is possible to migrate characters/change faction on a bought account using my own billing details even if the first name and surname of the battle.net is different to my own billing details? is this even allowed or safe to do?

3. If i were to buy a WoW account from an original owner who played from e.g. Sweden while myself being from a country e.g. UK, would this cause issues related to changed IP addresses from blizzards end? If yes, how can these issues be resolved?

Sorry if this thread is in the wrong location or has been answered before, still learning all this :)

1. Yes you can activate your own authenticator on the account.
2. Yes you can do character transfers, faction changes, or anything else using your own billing details.
3. I think the first time you go to login it will lock the account due to the IP being different, you will just have to either have them go into their email and click the change password link in order to remove the lock, or you do it through the email address if it's under your control. You should only have to do this once, when the IP first changes.
