I'm about to buy an account using WU because I don't have any rep. How do I cover my tracks on this purchase, so I won't pay him then be SoL out of money if he decided just to take it?

so you can file a ic3.gov

only use western union if you REALLY trust the person - generally TWV + 10 reputation here on site.
otherwise you are generally out of luck...
