Am I reading the high-lighted correctlly?

Yes, you can do this. I've done it many times just make the new WoW account that you're transfering too under YOUR name (First & Last) then when you're making the bnet account use YOUR first name and the OTHER accounts last name on it so that you can transfer it over.

In a shorter sense, as long as both of your battle.net accounts have the same last name on them then yes, you can.

Both b-net has to be over the same last name, the b-net what the toon will be transferred FROM has to been merged over 30 days trough, but that shouldn't be a problem for you from the look of your post.
