Question about selling accounts.

If I had an account that I couldn't provide info for(brought it off someone more then a year ago, he couldn't remember anything) And I wanted to sell it, can't the buyer just link the account for reinsurance?

The buyer could, but there would be nothing stopping the original owner from calling Blizzard saying "Hey, I didn't merge this account." Then again, they wouldn't be able to do much if they (the OO) didn't remember any of the initial pertinent information.
