If someone isn't willing to use a epicnpc middleman and isn't willing to take a picture of his CoC base -- is this something worth posting and where? Sorry, i'm relatively new here. Thanks for the help!

Yes, if someone is asking for payment and won't show you any proof he owns the account, I would post that in the Scam Busters forum.
