Currently our Player Associations are created by placing a PA Hall and signing up members from the PA Terminal within. There is some debate on the beta boards of whether that is too steep a requirement to form a guild. PA Hall deeds can only be made by the best architects and are very expensive in terms of times and resources.
The counter to that is people who start PAs must pool their money and resources to make it happen. It becomes an “end-game” (reference to activities that advanced players can take part in after exhausting the “low level” content). It also makes architects more desirable because they can make will have a good market for their high end deeds.
We do need to have the PAs tied to a structure PA terminal (or rewrite the whole system, which just ain’t gonna happen at this point).
If you were a dev, how would you handle this? Do you make it easier for PAs to form? How so? Do you keep the difficulty? Is so, how do you focus people on working together towards this goal?
