Account was under suspicion, risk and not safe

The seller did not state things that were linked to the account and that there would be trouble unlinking these things, along with that the account itself was under suspicion and had high risk of getting banned. Seller claimed they instantly spent the money with in minutes after receiving it and refused a refund despite me as the buyer not receiving what I paid for
