What is the dispute about?
User claims to not receive the money, contacted Paypal twice to confirm that the user do indeed currently have the money.

Other details / notes:
First time I attempted paying, the user gave me an unconfirmed email address to send the money to. Since it is unconfirmed, I could cancel the transaction and resend it from my side (which we both agreed on).
Later on, the user claims to confirm their email address on Paypal and asks me to send it again. I did and Paypal held the money for some reason. I contacted Paypal to give them the money and Paypal did.
I confirmed with Paypal twice and Paypal said the user got the money successfully. I asked the user to send new images of his Paypal wallet and transaction and history but he haven't replied since. Asked for new screenshots too but user just replies "ok" and that he sent them but you can see there's nothing.

Did the seller say he's the original owner? (provide proof)
What account information did the seller provide you at the time of sale? (ID, SQA, etc)
How long did you have the account before it was recalled?
If you have a support ticket about this recall, please post screenshots of it.
(you can use the HIDE tag so the images are not publicly available to everyone)

Other/notes: The user is the original owner. I've never been given access to the account so far. It didn't get recalled because I never got it in the first place.
