Orginal Owners only. Why? - SOLD

I want to know why people want Original Owners only for account selling? I have been trying all day to trade my account with 2 80's for a lousy 70 because I'm burnt on the game. And that class is the one I want as my main but dont want to level 1-70.
The account I have was my brother in laws, he lives near me, I have all the info and can call him to do it for me. Yet they still turn it down. I just want to know why?

a lot of people pretend that the original owner is their "friends", "brothers", "cousins" etc... but when the account gets locked and NOTARIZED government ID is required to unlock it most people drop the ball and vanish.

also, if you are the original owner, there is more certainty that you will not recall the account yourself and point fingers to everyone else.

most buyers will also extensively verify your identity to see if you are telling the truth / if your identity matches the one on the account.
