1. Feedback : helpful information or criticism that is given to someone to say what quality the performance, product, or service offered had. (Can be positive, negative or neutral)
2. Everyone can receive it.
3. After successful transaction you go at the profile of the person you want to offer feedback to, click "View Complete feedback for X" (X is profile name) and then click "Submit feedback for X" where again, "X" is the user name. That is for positive feedback, if transaction had issues a negative feedback would apply.
