hello i traded acc yesterday and now i have and email from blizz saying that i contacted the acc administration department the acc is currently disabled and that i need to fill form out but im not the oo so i cant and i never contacted the acc administration department

Did you contact him through EpicNPC? If yes then whats his user name here? It could possibly be the owner who recalling the account and if he did then im afraid there is not mutch you can do really. Did you trade directly with the OO or was it a second/third owner? Try take contact with him and hear wzup with the account if you now are able to reach him or else you should recall your own account.
