A "3rd party payment service" is usually a company that's allowing purchases through various methods ( credit card, paypal, paysafecard etc ). I'm a gamer, I spend 10h+ a day playing games, so I wouldn't have time to deal with chargebacks, scams, fraudulent activity and so on, thus I always use companies that protect me against such practices ( and I pay them a fee, of course ). What it means, in normal terms is: I don't accept the payments by myself thus I use companies which are already specialized in that, pay them a fee so they take care of the whole process so I can focus on the gaming part
