Only looking for accounts with good skins so the rank doesn't matter to me (in fact, the lower, the better because I ain't that good). Budget is negotiable but I suspect around $200. Mostly depends on personal preference of what skins are available on skin and/or other aspects (e.g., upgraded weapons w/ radianite and how many skins I am interested in vs not interested in).
P.S. The reason I mention rank is because I hope rank doesn't factor too much into your asking price for your account because I personally am a casual player so the rank is meaningless to me. I just want to have cool looking guns while derping around with friends :X

I won't buy from you. And if I do, I will do everything in my power to screw you over. I will open a dispute. I will chargeback. I have no qualms over writing a 10 page essay convincing my bank agency why you are a terrible human being that deserves nothing but damnation. I do not care if the monetary value is $1 or $10 or $100 or $1000. I will do everything I possibly can to get even a cent back because I despise you and will do it out of pure spite.
Money can always be earned back eventually. But your time and my time will never come back. You will waste equally as much time as I will fighting for however much you scammed me out of. I am perfectly content with expending as much time and energy as possible to make it as painful and arduous it is for you to keep the money.
