Hello! After two long days of rerolling I'm about ready to give up 
willing to pay about $40 for Bronya or $60 for Seele, which seems to be the going prices. Title pretty much says it all, but here are my preferred specifications:
- NA Server
- Female MC
- Unset everything (linked on a dummy email that can be replaced)
- Bronya and/or Seele; will pay more for included Himeko or Tingyun!
- Optimally, starter guarantee NOT used
- Payment through PayPal
