While I cannot say for certain that the person I bought it from is the original owner I can provide an e-mail chain that heavily implies that he was. As for the family name change yes I am certain that they are used up. I have been using the account for almost a year now and have had no issues with contacting kakao games' support or anything else with the game regarding in-game activities or any cash shop purchases. If you would like any more info please feel free to ask and I will get it to you as fast as possible. I should also note that in my time with the account under the current family name I have not done anything high profile so 99.9% of people wont have any idea who you are if that is a concern.
