Full kits: MINATO KLM(sss),ANNY WAR SAKURA(s),SHISUI , RINNE SASUKE, NEW KABUTO, NARUKAGE, SASUKE WN, NARUTO SAGE FROGS, NARUTO S06P, NARUTO KLM, PAIN, HASHIRAMA, INDRA. New anny sasuke which miss ult. ONLY OLD KITS FOR SASUKE WN AND NARUKAGE.
Plus lots of units with ults but not full kit kits(like edo hashi, edo madara and masked madara) which all miss 1 jutsu each.
If u digit “tier list ninja voltage” on google, u ll see half of these guys above.
Lots of frogs to nearly max any new full kit.
