No unspported superlative or competitive claims. This includes claims like "best, "cheapest", "fastest", "number #1" or any other claim that can't be proven.

Many people violate this rule. What is the solution for this rule? more "warnings" or removal of this rule?
I do not see the point of existence if no one respects it and if there is no penalty for it...

There is a penalty for it.
Use the report option on the posts that are breaking that rule and they will be dealt with.
