What is a well-maintained account?

Never missed a major event (character weapons)
Large stock of artifacts and resources
Most characters on the account are built appropriately
World quests and areas up to 3.4 complete or almost complete
What is a non-well-maintained account?
Lots of <Lv.80 5 stars and unlevelled weapons
Having to swap artifacts between characters due to lack of good rolls
Missing key event items such as Albedo's sword or Seelies
Low achievement amount
Deadlinks
Constellations and number of 5 stars are not relevant to the concept of "well-maintained". While more 5 stars is of course better, they are not as relevant to me as the above criteria.
Highly preferred to have Male MC and the following characters: Raiden, Shenhe, Kazuha, Lyney, Baizhu, Wanderer (missing some is okay)
My budget is 1.3k USD per account. Keep in mind if you're asking for the maximum amount I'm expecting a significant number of 5 stars. Please do not message me trying to negotiate a higher amount than that.
