Low mmr account with no skins, but tons of runes and a good number of champs

I did some business here and can have members to vouch, I can also go first.

Here is what im looking for:
Level 30
A good number of rune pages and a very good number of runes (6+ pages, with well, 75% of the tier 3 runes x 9 or 3)
A good number of champs (40+)
A low mmr, the lower the better, I wont consider anything above s5, b5 preferred
I do not look for skins, they are worthless and I strictly play without skins. I prefer minimal amount of skins, better zero
