lead content designer Kevin Martens for D3 stated that loot 2.0 is meant to make the auction house almost irrelevant making it a last resort for players.
So by "tuned" does he mean bound? I think it must mean "account bound" otherwise I'm not really sure how these new "smart drops" are supposed to keep players away from the auction house.
I think the're just making it worse. Anyone who really hated the AH is long gone, so now you're just going to piss off the players that did like it.

the loot (2.0) system and the enchanting and crafting systems are both intended to cut the legs out from the auction house; to make it unnecessary to go on it to some degree
