the main characters im interested in are:

raiden
zhong li
hu tao
must have all of their respective weapons (except for zhongli)
would like c6 ganyu, yae, raiden, and eula - hu tao c1+ and refinements on their weapons
budget is around $1.5-2k tops in paypal
