Hi as the title suggests, I am looking for a CHEAP North America Genshin account w/ a single high constellation character

The following characters are ranked from most desired to least desired. Keep in mind if its a character that is less desired, C4 may not be appealing to me.
I would prefer to have Best in Slot weapon although not necessary. The more its refined, the better.
