It appears the user has blocked my Skype. I have filed a dispute and a chargeback with my bank. I have full screenshots of our conversation on Skype if any admin would like to see.

 

Account has been paid for in full, user stopped responding to messages sent on Skype even though he is online and active after I confirmed the receipt.
