**Update**
Found some settlement items in the main base crates I had forgotten. Moulder is installed, leveled up quite a few mercenaries. Got minivan to level 14. Garage to level 2 or 3. Upgraded HQ and cleared level 29 on Ghost town and level 19 on destroyed station. Lots of things happened hours after posting this so the account is in much better progression now.
