These accounts have a special character in the name that can no longer be used as of ~6 months ago, and even then not many people knew how to use it.
I also found an unused promotional URL that gives Dragon Knight Mordekaiser, so all of these accounts come with the skin. The URL is not for sale (unless $400+).
